V V Lakshmi Narayan is one of the best IPS officers in the history of India. He is a down to earth person known for his honesty and work ethics. He had always dreamed of becoming a professor and hence after completed B. Tech from NIT Warangal, he proceeded to do M. Tech and then Ph. D from IIT Madras. However, he soon realized that the law and order system of the country needs a true teacher. He decided to appear for UPSC Civil Services Examination and cracked in his very first attempt. He would have gotten IAS because of top rank, but he had given IPS as his first choice of services. As a matter of fact, he had topped the 1990 UPSC Civil Services Examination.

Lakshminarayan had gotten Maharashtra cadre. He is known for his stint in many districts of Maharshtra for his stint as SP. Later, he worked with Anti-Terrorist Squad and then to the CBI.

As the Joint Director of CBI, he dealt with lots of high profile cases, including Satyam Scam and Sohrabuddin Encounter. He is the man who had inflicted maximum and lawful damage to powerful businessmen and politicians of Andhra Pradesh, including Jaganmohan Reddy.
